Supply 5 in Central Europe

Question – the Russians have captured Berlin, but not Hamburg. Should they be getting supply level 5 for units in this area now?

Not much historical reason for this, since Berlin was pretty much a pile of rubble at this point, and rails and road links were wrecked, too, but either way.

What I'm actually seeing is that Soviet units are NOT getting supply from Berlin (so they still have 4, or 3 supply), while UK and US units that are on Soviet occupied terrain in the same area are getting supply level 5. Obviously, that is a bit odd.
