FCs and initiative

In FoG TT, using an FC as the army CinC gives a +1 for pre-game initiative and an IC gives +2. While the IC gives the +2 in FoG PC, the bonus for an FC is currently ignored, I think that FCs should give a +1 the same way they do in the TT rules and hence it would make them more worthwhile for their cost.
