aircraft carriers

Under what conditions is an aircraft carrier unable to resupply adjacent friendly planes? I am playing the first USA scenario in the campaign, and my 7 str carrier is no longer able to resupply my planes. Are they unable to provide resupply if they are damaged? What other situations?

I believe an aircraft carrier can only resupply fighters and tac bombers (so not strat bombers) that are on the same hex as it and I dont believe any damage effects this
