Boarding paratroopers to a stuka on an airport

It's the tutorial scenario, the very first where you get the planes. The paratroopers and the plane are both on the airfield, paratroopers don't have a truck, plane doesn't have any passengers. But the Embark/Disembark button is greyed out, no matter what I do.
EDIT: Oh wait, I noticed air transports IS 4/4. But I only have the one I got at the start, and the game specifically instructed me to use paratroopers here. Really weird design there, instructing to do something that you can't do just then.

Obviously Xerkis is right and hydrogenhydra merely refered to a Ju52 when writing StuKa, presumably because he figures Junkers is Junkers and doesn't know it's short for Sturzkampfbomber and all that...

Yes, combat units never carries any cargo.
This is not a game where carriers contain fighters or aircraft contain paratroopers.
Paratroopers can be embarked onto transports in the same way infantry can be loaded onto trucks (though only at airfield hexes, and only if the skies above are empty): the paratrooper (land) unit is then replaced by the (air) transport unit. Airlifting ordinary infantry works the same way - the only difference is that paratroopers don't have to land at another airfield in order to disembark.
Rail transport work the same way: move the unit into a city hex with rail, embark, move along the railway to another city, disembark. (There are no "rail paratroopers" so all rail transport need to disembark at a station)
Sea transport works the same way: move the unit into a port hex and embark it: this means the land unit is replaced by a sea transport unit. (All units act like "sea paratroopers" in that they can disembark anywhere along a coast, they never need a port to disembark in)

Carriers in this game simply acts as a mobile airfield hex which can be used for refueling/repairing as usual. Aircraft in Panzer Corps never actually land, and the game doesn't model "catching the enemy bombers on the runway" or "catching the japanese carriers with their CAP screen refueling on deck". Aircraft is always in the air, always ready for combat.
