I was thinking about it almost as soon as I started to play CeaW. And finally decided to post it here.
Sure thing its to serious for a patch, but probably it can be worthy for 3.0 update, if it comes ever.
So WHAT IF: ground units destroyed when not isolated (i.e. there is straight road from unit hex to power's capital - its not about supply since supply can be 3 in far areas of Russia and Spain for germans, for example) will instead of disappearing forever go to force pool with 1 step and 0 effectiveness, ready to be deployed next turn. It will need prolonged rest and repair, and its what actually happened with defeated units, when they were not surrounded. It will also help to preserve experience for intensive fighting units slightly better (you will likely repair 4 start 1 step into 1 star full strength unit, not green, and its also realistic)

Sure thing that entire PP/repair system have to be reworked , but I believe its not hard to fix PP incomes or repair cost factor. Hard is to find balance for new system.

So its only an idea, probably its even impossible to cod, I don't know.

If we implement this in GS v3.0 then we need to create something called cadres. It means that you build cadres and then you place the cadres in your home country so they can be trained.

If units are destroyed then you can get cadres back unless the unit is isolated from the home country (like overseas or when surrounded). You need cadres of each unit type. So when building new units you pay the full cost to get a completely new unit because you get the cadre and also the full upgrade. If you have cadre points available then you can build the new unit cheaper.

If we implement this then we have to re-test everything because the PP and manpower consumption will be different. So it can't be done just now.
This is probably more realistic, but I'm not sure what it would add to the game that would make it more fun. The main change I see is that losing units to isolation will hurt more than before.
