Message bug

Just to notify an issue: when severe winter starts an information message about efficieny losses is showed. It reads as showed in the screenshoot.

I have checked that this is not so and that soviet units only lose 5 effectiveness points when severe winter starts.

Another issue is that severe winter starting in 1942 means that the germans only lose 20 effectiveness instead of 25.

I found the bug in the text and fixed it. The game did subtract the correct efficiency. Remember that the efficiency loss will drop by 5 for each winter. So it's 25 in 1941/1942 winter, 20 in 1942/1943 winter etc. The drop in max efficiency during severe winter will be reduced by 5 for each year as well.
