After reading this thread.
I decided to modify the Poland scenario to allow free form deployment.
However it seems that you cannot force deployment mode without a prior map, so instead I added 1 more turn to Poland ( 17->18 ), removed all the non-aux units and added 4 "invisible" cities around which you can deploy:

However I ran into a problem trying to add prestige via triggers. From what I understand, the first time a trigger can grant prestige is after the 1st turn. That means you couldn't purchase the majority of your army before the the 2nd turn and move them before the 3rd turn.
Obviously the Poles do not sit idly by while you wait for your army to become active.
Deploy Point Nord will be raided by the Polish Cavalry and your Slovakian allies will get bombarded by the Polish Air Force.

Thus the only solution is that if you decide to use this map then you should manually add 2245* Prestige to the starting funds for the 1939 Campaign.
You can find the starting funds at Panzer Corps\Data\Campaign.pzdat
Change 964 to 3209, save and you're done.

After fiddling around a bit (I couldn't get the new map to be first scenario in the campaign) I figured out how to get full deployment in Poland.

So I present to you Gleiwitz. A German false-flag operation that took place on the 31st August 1939.

Due to certain limitations you will start with a core BF109 (you must have at least 1 core unit from a previous scenario to be eligible for deployment phase) in Poland.

This is a very interesting discovery.

We shouldn't have to place a city and then a terrain overlay to increase deployment zones. I will check to see if this can be corrected in the next patch.

The reason why you have to alter the data base for your map is because it is part of a campaign other wise you assign starting prestige in a scenario under scenario parameters.. No need to mess with the data base.

Actually I think my second solution (the one Horseman suggested in the other thread) is a bit more elegant, since it doesn't require the user to do any editing.
I ran into a problem when I tried to make Gleiwitz the starting entry point, since I assume the game is hard-coded to look for "Poland" in the campaign.pzdat when you select the 1939 Grand Campaign.

The workaround for this is actually quite simple, I felt silly for not realizing it first.

P.S.
If you use anything other than Poland as your entry point you get a: " ERROR: unknown campaign entry point: 'Poland' " in the log files and it kicks you to main menu after you press play in the difficulty/fow/weather/supply options screen.

As such, are the campaign images and entry points hard-coded or hidden in some other file?

I believe your better off just editing the units you want to start with and adding more slots.

Nothing else is needed. If you add more units and prestige you severely compromise game balance. Poland is very easy.

Adding more units will effect future scenarios like Norway low countries. You seriously make the game easy.

I think you misunderstood, the starting prestige for 1939 is 964, This is reduced by 100 for the VP in Gleiwitz and the cost of the BF409 (410), so going into Poland you start with 554(454+100 from Gleiwitz)+2245(previous Core value).
So you gain no additional prestige, but can customize your army however you prefer, which itself can be quite useful (read: unbalancing) since you're not encumbered with the inferior Panzer IA/IB or unmechanized Infantry (or go unmechanized and purchase sdkfz251's in norway en mass).
