CEAW 2.0 and issue of non functioning units

I am playing the upgraded 2.0 version. Frequently, when I click on a unit the elite panel replaces the choices panel and the unit cannot be used. This has now happened time and again. Is this a bug or is there a way for me to use the unit. Have read through the instructions and maybe I missed the description of this issue.

Hi,

When you click on the unit the Para symbol and Elite will appear. The unit will still be able to move and attack. If you click
on an empty hex or right click on the unit highlighted the Para and Elite buttons will disappear.

If the Para and Elite buttons are grey you can not upgrade the unit. If the buttons are green you may upgrade if you willing to pay the cost for it.
