Some armies seem to have little choice or the ability to go beyond 500 pts.
For example, Later Bulgarian (Mtd.), I can get over 500 if I purchase everything including the camp and have 4 generals. I could probably hit 600 by upgrading generals. But I think I counted a max. of 40 bases.
Couldn't some numbers be tweaked a bit to give more?

I understand I could hit 800 with some of those by adding in subs and improving general quality. But some players do like the large battles. With a good chunk of the armies basically small, this might disappoint them.

At the risk of opening a can of worms for you here Keith, would you consider tweaking lists from other books at some point? There are one or two armies that could do with some loving. The real solution for this would be to add something like a double size switch for all armies. This would double the maxima and the minima for an army. This would be a better solution than tweaking the armies that end up with out enough troops to field a really large army form the basic list while avoind the two problems of either giving an army to low a minimum of its most typical troops when playing a larger battles and of having too high a minima when playing a small battle. Probably the smallest point total allowed for a double size army should be 600 points.
