Question concerning ki mechanics

I will give a short example, at first:

Playing th campaigns at fieldmarschall difficulty, I am attacking an enemy postition, e.g. a city, with some of mine and some of my enemies forces around (the enemy has not! full vision of my units). It is the enemies turn and he starts attacking one o my units. He wears one unit down to aboud 1 point and then attacks another, without finishing the first of. This is rarely the case, but I happenes from time to time.

In my point of view, the KI should finish the mentioned unit first, with a very high priority (maybe except moving out some expensive unit in bad terraint or without moving out of a victory hex, e.g.). So my question is, what is happening in the above mentioned example? Is there an issue / or coul that be fixed by "position updating"? I am not sure how/and when a enemy move is calculated, but it seems that newly discovered enemies are kind of "disturbing" for the ki.

Any may that be some sort of interference in the ki's artillery usage as mentioned here (viewtopic.php?t=26519)?

KI=AI? From Artificial Intelligence?

If AI is defending makes some sense to turn your units into a non combat ready status. Your next turn is wasted in reinforcements, not attacking the AI.

KI is the abbreviation used in Germany, in full it is "Künstliche Intelligenz". So yes, KI is AI

The AI is not very good, only scripting can make up for some of the dumb moves and make it challenging.
