Newbiw question abt. landing troops in enemy territory

How can I land troops in an enemy territory in the GS ver. 2? I declare war on Norway, but I can't seem to land troops as I'd like. I have tried with garrisons, armors and corps, but it doesn't work. After a few turns, though, I can.

You need fair weather on the seas (calm sea, not rough sea) to do any amphibious landings at all. Furthermore, you cannot land in some hexes (for example mountains or rough terrain) if the weather in these hexes is not "fair".
