Spanish Blue Division and other free units

I have just received the Spanish Blue division playing as German, and I wonder
1) Will the unit be retired from the game in october 1943? (the historical date)
2) Is there in the manual a list of the free units received by both allies and axis and their possible date of departure?

There is no departure, its only german garrison with fancy name.
Behaves like normal garrison totally.
