So its another reason to hold the place to keep italian troops elsewhere in better shape.
I think this is a good idea, reflects the historical situation. Can someone post what the efficiency loss is per city lost? Thanks!

Sounds good, but hopefully it is coded so that it does not apply to cities captured *by* Italy (ie apart from the at game start ones). Would be silly if a successful Italy gets punished for fex capturing Cairo and then losing it again.

Actually would be great if anyone of developers comment about it. I deffinetely heard about it, it was something like -3 per city in Lybia and Italy core hexes. But can't remember and can't find in manual exact information.
