Victory doesn't trigger in Norway

I'm playing the 39-campaign on Lt. and I've captured all the cities on the map, killed the whole fleet and all enemy air and ground units. Still no victory screen. Any ideas?

Edit: I get marginal once I hit turn 20. Does this have anything to do with the Swedish city on the map?

I had the same problem , killed every unit except a sub and captured every city by turn 14 but still could not trigger a victory until it timed to a marginal victory.

Same problem here, that little sub was still sneaking around at the end.

Definite bug i played it 3 times to verify it same issue as above each time.

I've got the same problem. If you need a saved game with this problem. I can send it to you.

For some reason, Namsos is no longer flagged as a secondary objective, although the triggers are still looking for it.
