Ships defending in cities

I am not sure if this is a bug or designed but I noticed in the Norway campaign that Allied ships were destroyed outright by attacking ground forces even though loss stats came up. This was when the Allied ships were defending the northern most major objective hex once the last of the their ground forces were destroyed in the area.
