amphibious assault against air units?

My opponent was not allowed to attempt an amphibious assault against my air units based on the Estonian island near Finland. Is anyone else running into this? Seems like a semi-cheesy way to protect beach front property...

I have just ran 1944 scenario to test it, and my allied AMPH attacked german fighter like no problem.

I guess you face either rough seas (or bad weather in land hex you want to attack) or your transport is not AMPH unit (e.g. garrison).

I just learned it was a garrison, ie ineligible. :-o
