Free EXP units

I'm not so sure I agree with these new rules where every unit out of Kindergarten comes with 400 exp. If we are to allow new units to come with stats like this, at least do what PeG did and force the player to pay a large amount of prestige for the extra experience. This is supposed to be a PG variant, not some CoH spin-off.

For a while I thought I would hold onto my starting JUNK units since their exp was so high, and just upgrade them. But since new units come with the same EXP anyway, it's back to me suiciding units again just to get rid of them. I have no attatchement to them.

I don't see any improvement with the current changes.
