Why implement a feature that won't be utilized, or necessary, for years?
When the game is released, we all hope it will be a success. A success that warrants continued support, through centralized PBEM and updates, patches, and expansions. Many, many, many (many many) years from now, like countless games before it, Panzer Corp may one day not warrant such support anymore, after it has sufficiently run it's course or been replaced.
If and when that day comes, I'm sure a few die-hard fans or devs will implement such a feature for the handful of people who still revisit Panzer Corps, or maybe the occasional person who randomly stumbles across the game on the internet somewhere.
For the time being, maybe it would be better to focus on development of features that will be relevant for years to come; not worrying about ones that won't be needed until well after those relevant years have long passed, yes?

You can play custom, user made scenarios against other players through the current PBEM system. As a matter of fact, you don't even need to send the map to your opponent. Make a map with the editor on your computer, issue the challenge through the current system, and they will be able to play on your map without having had to download the map from a third party website or other source.
As for a ladder, I would hope there is an official ladder and ranking (Perhaps like in other Slitherine games where you see that 'Rankings' button at the top of this website) but I don't have that information at my disposal, so I can't answer you definitively.
