I think we need to review the combat statistics.
Low Countries
Allied Player has too much of advantage.
Suggest reducing second fort to level 7
Reducing number of prestige points collected per city and put the number on the map.
The Allies are collecting way too many points.
Another possibility is to open up the river on the top far left, so the Germans can cross.
Too many blocking points, which is good, but the Germans need more units/power.
Still needs more balancing than this, but it is a start.
Scenario and unit balance issues

I'm almost 100% certain that cities do no 'collect' prestige points. You start with X prestige, per turn you are injected with Y prestige, regardless of how many cities you control. The only time cities influence prestige is the first time you capture a specific city, then you get an injection of 50 or 100, for non-VH and VH respectively.
As far as I know, I could be wrong though.
I completely agree a lot of balancing and stats need to be redone and re-worked, but honestly I'm more interested in seeing the finished game before we get too invested in stat and unit and scenario balancing.
For example, how can you possible balance a multi-purpose unit if the multi-purpose unit feature doesn't exist yet? Multi-purpose toggle is that bottom right icon with the armored unit inside of cross hairs. You may have noticed it doesn't do anything yet, but I can definitely tell that button is going to be a factor in unit stat balancing.
As far as I know, I could be wrong though.
