Imperial German light foot

What is the reasoning for the allowance of only one light foot unit in the Imperial German list in Oath of Fealty? I like playing this list, but wish I could get another light foot unit. Did Imperial German armies having little to no skirmishers?

Well remember in most armies of this period the concept of "skirmishing" was alien.

It is more how they are employed by gamers. I dont' ahve a specific German example, but in many cases the LF are troops tht are not trained to deliver massed volleys and whose job was among:

1) foraging parties.
2) missile troops to fire at the enemy before the battleliens closed.
3) troops not fit for the battle line but could secure some semi-important area.
