Shifts - a clarification

Hi

Am i correct in assuming that shifts are only permitted to
avoid terrain
move into overlap
to move foot into rear support for arty
to place flank edge or corner of troops touching difficult terrain ,obst or field forts
and NOT during a normal first move just for convenience .
It doesnt exactly say that it just specifies 2/3 rd moves not with wheels etc...
