A Question About Expansions

Do the various expansions for the game include any new or modified rules, or are they basically new gfx sets with additional scenaria?

They contain new lists, new terrain, new maps, and scenarios. Sometimes new unit types. The new rules apply to all the older expansions and the base version as well as the new expansion.
