Can't Invade Britain!

I am a new player of "Commander: Europe at War", and I find that, when playing the Axis in the 1939 scenario, I cannot move my German ground units to the port at either Wilhelmshaven or Hague (after Holland surrenders, of course), and then transport them by sea to a British square. I am following the instructions in the manual carefully. Is this a glitch with the game, or does the program not allow this for some reason? Help from you experienced gamers would be very much appreciated.

you don't move to the port, you need to be adjacent to the port and 'load' which is the two arrows in an opposite circle sort of thing

Are you invading in non-FAIR weather (Winter/Mud)? If so you can't, you can only invade England when the Central Europe weather is FAIR.
