1.4.9 Early Ostrogogh/Herul/Sciri

While it's been fun playing the Early Ostrogoths as Superior cavalry horse archers, the cavalry and the armoured cavalry in all these lists are lance, sword cavalry in the TT lists, not bow, sword!

Of these lists, the Ostrogoths and Sciri are only allowed archers in the TT lists, but no javelimen.

The Heruls are only allowed javelinmen with no archers.

These changes should also apply to ally contingents for these in other lists, e.g. Herul allies for the Visigoths and Ostrogoth allies for Hunnic (Attila).

As a minor note, the Visigoth list should have the option of Ostrogoth allies in addition or instead of Herul allies since it was Ostrogoths that are noted as participants at the battle of Adrianople with the Visigoths. The TT list just has the allied option as any of the Early Ostrogoth/Herul/Sciri/Taifali allies list.

Fixed the Ostrogoth Lance/Bow issue but not sure it will make it into the live build. Will review the ally option for a later build.
