This is how it works currently.
The advantage can be set as either
1) Large
2) Moderate
3) Minor
for either side. The advantage affect the industrial effort % of the Major Countries and is set individually (for instance does France get very weak on the Axis advantage levels so that a beginner player does not get stopped before getting Paris).
The industrial effort % is currently working as a modifier for Oil Points and Industry Points generation per turn so with advantage set for Axis, Germany can buy more units as well as getting more oil per turn to balance it.
Furthermore, the advantage level affects the starting trained manpower and the manpower cap so with advantage you have more fresh recruits at start and the higher cap means you will also get more increase per turn.
Since industrial effort % affect Oil, you can say that the "Industry" technology in game (has 5 levels and effects the industrial effort by +5% per level) is a way of getting synthetic oil into the game.

Je ne peux pas te renseigner sur ta question (*) mais pour ton projet d'achat, achète sans hésiter : c'est le meilleur wargame PC que j'aie jamais joué en "Grand Stratégique" (donc sans détails inutiles, avec de grands options) depuis Third Reich PC et Strategic Command 1.
Tu peux aussi modifier les forces en éditant les fichiers au txt, en quelques minutes (regarde dans la setion "modding", j'ai bricolé une mini fiche de modifications rapides sur la bse des infos collectées ici)
(*) dans le manuel, il est précisé que cela porte sur les ressources disponibles, et je pense que ça doit jouer aussi sur les paramètres de combat, etc. Tu peux aussi adapter exactement ce que tu veux en production d'essence, industrielle,etc en éditant le fichier scénario de ton choix ave cle bloc note, ça prend juste 2 minutes : par exemple, tu peux exactement avantager tel ou tel pays précis en lui donnant une production off map de x au lieu du réglage de base y, et il recevra ces PP automatiquement : tu peux donc calibrer toi-même de manière précise quel avantage tu donnes à un camp, en plus du réglage "global" du jeu

I've only played balanced setting. Beyond what Johan posted above I don't know the specifics of how different difficulty levels affect war effort, PP's and oil. In effect, cranking up the difficultly level gives you less resources in all those areas to handle the AI (or your opponent).thierry2015 wrote:Bonjour i am french

By the way, CEaW/GS is addictive. I remember when I first got CEaW it would be 11:00 pm at night and I would say to myself just one more turn. I would keep doing that and before I knew it it was 3:00 am in the morning. Yikes.

PK867 did a post on this before GS 2.0 comparing the various advantage levels for the Axis player. Don't know if these numbers are current or not but I found this helpful.
