Sea Peoples with Early Libyan allies

Hello together,
a question concerning the early libyan allies option of the sea pleopes list.

Do get it right, that alltough the early libyan can field sea peoples as allies only from 1208 BC, the sea peoples can field early libyan allies earlier?
