african UK troops

i have seen that british units in Egypt are blocked for 1939 year. I, like allied player, declare war to Italy but african UK units are blocked again !!! it's a bug ? why i can't move african troops for 1939 year ?!?

AFAIK not a bug, working as intended,

Italy joining the war activates UK reserves in the east, Egypt joining the war lets you move UK troops in Egypt...unless the Axis player declares war on Egypt then theres nothing else you can do to speed up their entry

i think that it's wrong because UK reserves in the east are useful for help France if Germany attacks France in the 1939 year ( multiplayer experience ) or prevent rapid french fall with attack to Lybia or Italy. If Germany crush French in 1939 ( more easy that 1940 ) , UK is defeated and reserve units are very useful for control mediterranean sea for 1940 year. I think that Uk player needs more units and chances against Germany if Germany win against French into 1939.
