Unable to declare war on Norway :(

I'm Playing the Grand Strategy version as Germany(pbem) and when I try to declare war on Norway nothing comes up.(ie. no message box,still shows as an allied country, no troops visible, won't let me unload...) I've taken over Poland and Denmark and I'm currently attacking Holland. Is this a glitch or am I making a mistake

If it's rough seas (i.e., mud or winter in Central Europe) then you won't be able to land amphibious troops. Also, non-fair weather will affect your spotting range so it's possible you don't have range to spot the garrison in Oslo. If you have air units in range (i.e., based in Denmark), click on one and see if you get a "targeting" circle on the city of Oslo. If so, then it's the weather and you won't be able to land until you get calm seas.
