Heavily armoured vs. fully armoured

Do I read that correct that both get the same point costs?

If I remember correctly, the only difference is in melee, where fully gets an advantage on heavily armoured. There is no backside on being fully armoured vs. heavilies.

So why - apart from historical authenticy - should any Caroline Imperialist player (ToT) choose Heavily armoured over Fully armoured?

Or did I miss something?

IIRC Fully Armoured Gendarmes move a bit slower than Heavily Armoured ones.
