Imperial Roman command bases?

For a 2nd C AD Imperial Roman army, do you want your subordinate generals on foot or on horseback?

CinC will be Marcus Aurelius on horseback. (Not the Gladiator Marcus Aurelius, the real one.)

It is probably safe to say that any Imperial Legate or Tribune would be able to afford a horse. I would like at least one general looking at a subordinate or arguing with his slaves while on foot, while the rest rocked it out on horseback.

I have a 25mm figure, ancient Grek type, pointing at the ground as though to a map/model. A couple or three figures around a plan of battle would be great.
