Not sure - the rebels actually put up a pretty good fight which is what, I assume, led John to rate them as Average. Is the alternative really tenable these days?There probably ought to be a Poor option, don’t you think? If only for those with different views on the quality of the force.

There seems to have been a pronounced difference between the trained units who were well armed with pike and shot in the manner of the day and those who were not and supported the others rather than being front line troops. Monmouth's captains who he brought with him seem to have concentrated on training the well armed regiments and as Nik says they seemed to put up an exemplary fight only giving way when assailed by cavalry on the flanks.
The cavalry were different in that the command structure was poor after the removal of their original commander.
