Syrian States Commanders

Just had a closer look at the syrian states list and realised that it says you can have 1 CinC, up to 2 sub generals and up to 1 ally general (from the syrian states list). Does this mean the only way to get four generals in a syrian states army is to get an ally general of some description? or is this an error? The syrians are the only list in the book like this.

It is correct - whilst there are not that many, there are other lists in other books with the same restriction.
