DAG Battles: Setting Points Levels

DAG Battles: Setting Points Levels
It seems that you can't set a DAG battle for say, 400pts and have both sides use less. It seems one side has to be at the amount set. Is this the case for sure? Has anyone actually run a DAG game where both sides were at less than the stated size for the battle?

This is my understanding:-
I believe that BOTH armies must have been created with the same 'maximum' points total (even if one or both armies doesnt use the full points).
eg Romans create a 350/400 army and post a challenge. The Seleucids must now accept the challenge with an army created under 400 points, whether they have the full 400 or 250 or 399 it doesnt matter, so long as that army was created for a 400 point game.

Were you guys making sure that you saved them at the higher point value? Ie, say you wanted to use 400 out of a possible 600 points. Instead of saving it as a 400 point army, you save it as a 600 point army and simply do not take the remaining 200 points? I know the person who accepts the challenge can use any point value for their army as long as it is below the army value set by the person who puts out the challenge, but the person who sets the challenge determines the value of the challenge and if their opponent needs to have more points then them will need to save their 400 point army as a 600 point army (without taking all the points) in order for the challenge to work out right.
