Final anarchy charge test against skirmishers?

When my HF charge skirmishers, there normally seems to be a second anarchy check following the initial charge at the skirmishers that have evaded. What is this intended to represent since as far as I can tell it does not correspond to any CMTs in the TT rules. Passing or failing it seems to dictate whether the charging HF will occupy the skirmishers original hex or not.

some of the anarchy charges seem very unrealistic...like when my average grade spearman took it on themselves to charge two BGs of Dismounted Knights...
