Battle wagons are too maneuverable

In FoG TT, battle wagons need to pass a CMT in order to move at all which prevents them from being mobile tanks. As far as I can tell from playing against the AI using battle wagons, there appear to be no restrictions on moving them in FoG PC corresponding to this.
