does anyone know of a manufacturer that makes 15mm Mapuche figures?

I would recomment to use proxies if you don't find any. Khurasan usually manufactures what other don't. Here you can find some:

Gladiator produces mayas and aztecs, but I don't think they might be as useful. You will have to go reference by reference and see what works:
