Does the -1 for fired at by firearms or artillery only apply for cohesion test caused by the firearms or artillery?

In the TT rules, a group only takes one cohesion test after all firing is done. This allows the combination of artillery or firearms with other troops to cause a shooting cohesion test with the -1. If the modifier only applies in the PC for checks caused by the firearm BG, I think this makes them significantly less effective than in the TT rules and hence they should be fixed or else be reduced in points cost.
