TheGrayMouser vs Pcaravel Midrepublicns vs Mac's, fog is on

I saw all his hidden troops on the ist turn, he mine, turn 2 the FOG appears to have kicked in...

**I noticed this too several nites ago in solo play vs the ai, fog didnt kick in until about 7 turns into the game....
