Conforming: Just what is the minimum?

Am sure I open ye olde flood gates with this one, but:

Did we ever come to a consensus (probably impossible) or better, did RBS et al ever pass judgement on:

If a base cannot conform by moving the minimum (say, a mm or 2 to the left)(because of troops already in melee or such), does it then:

a) move to the right (say, 58mm) since this is now the minimum possible

or

b) not move because the minimum is not possible.

Am sure there was endless debate on this, but was there ever final clarification on it? Or is it planned for any up-coming FAQ???

I think it was does not move as minimum not possible. Stopping people setting up bungs, forcing charges into poor combat positions
