played a testgame with latest mod (new rules for sub, new colors for countries, and, and , and....)
Gameset: no fog, no oil, no timelimit, no advantage
year: 1948
side: axies
after surrending of poland, french, russian, british island is fully occupied
fighting against the USA. USA surrendert, than occupied the canadian territory.
close the round for convoi-mode. i became the folloeing text on screen: " jap declares war on usa, stalin gives the siberian reserves free, usa declares war on axies for occupieing canadian, then 10-15 partisans in russia, usa surrenders to germany!
played vorward and took the convoi button for the end of the round and the same text begins, and the same and the same...
after surrending of the british canadians, is the same text, but the partisans changing from british to amarican and after the convoi-mode all partisans cleared. endless...
there is no winning screen and the time moves up.

And then when you conquer Canada, which finishes the conquest of the UK, you get the same erroneous message above again. Is that correct?
It terms of the partisans it makes sense that all non-Russian partisans disappear after the USA and UK are defeated.
You say the game continues after France, Russia, the USA and the UK are fully conquered. Are they're any neutral countries left on the map? Is so, what happens when all those countries are conquered? I suspect since you selected no timeline the game will continue forever. But it would be interesting to know what happens when all countries are conquered.

I don't think Grand Strategy supports a game with no time limit. The reason is that victory is calculated of how well you're doing compared to the real war Axis. Since the real war Axis surrendered in May 1945 you're not supposed to play longer than that. If the Axis is still alive at that time then the Allies have lost.
I don't know exactly what happens if the game continues past May 1945 regarding how to check the victory cities. I know that the game checks the number of Axis held major capitals in May 1945, but if the flag says the game shouldn't end at that time then I think the game won't know all major powers of one side has surrendered.
So my suggestion is to not play past May 1945 because the victory calculation of GS is not intended for such a game.

- and there is an switch you can define if the game ends in 1945. I set for don't end in 1945 (see it on pic "0.jpg"9
- the balance is even (i don't touched it)

- I played the axies-side from 1939 on
