Partisans not spawning when Uk surrenders?

In my game agaisnt Panzer General, i noticed that there has been several turns without any partisans...

I think they dont spawn anymore since the UK has surrendered... My theory is that since partisans appearing on the map are UK-type units, then it might be a coding error since there is no more UK, no more partisans!

Anyway its good news for me in my game!

In a game I have just completed against the AI when I took Ottawa and knocked the Brits out of the war all the Partisans did disapear as expected (partizans spawn as UK garrisons)

However the same turn new Partisans started spawning, this time US garrisons
