Creating and modifying Commanders

So far I noticed that there is no modifiable attribute for units being Commander.
You can simply place an already prepared general of a fixed rank.

Can I make any unit a Commander and choose the rank? (like having an Inspired Commander)

You can make any unit a commander. Hit shift and right click on the unit to get to the commander section. There attributes are there. You have to have one overall commander and no more. The rest have to be sub commanders or allied commaders.
