Simply shooting question

I am about to play my first FOG game but I have a question about shooting. I am not sure I even know how to ask. The ranges given have effective and maximum ranges listed. Of course not every category has a max range listed. Then in the dice table for shooting it lists dice for shooting outside effective range. If there is no max range listed then can that type of unit shoot outside effective range? I am not sure how the ranges work. When can you shoot outside effective range and when can't you?

Only troops with a Maximum range listed can fire beyond their Effective range. E.g. foot bows have a Maximum range so can fire out to 6 MU, mounted bows have no maximum range list so can only shoot out to their effective range of 4 MU.
