capitals/surrendering

MHCEAW has this unrealistic rule that once a country's capital is conquered, the country surrenders. Is there a way to disable it? For instance, can some data files be edited so that every city is a capital?

France and Germany fell shortly after their capitals were taken. Italy surrendered before. UK and Russia have two capitals so you need to take both to force them to surrender.

No, afraid not.

I guess you could through the scenario editor. But, that would really mess up the AI and the convoys.

If you want to get REALLY picky about it, Italy switched sides before its capital fell. The same goes for Romania, Bulgaria & Finland. Hungary fought on after its capital fell and so did Yugoslavia (albeit in a different manner). All that said, going into a totally "realistic" political system could make things incredibly convoluted with little to no "improvement" to the game.
