feeding more base with 3rd or 4th rank with frag piques

can a fragmented BG of piques (2 files of 4 bases deep) fighting an ennemy feed more bases in combat by using the third and fourth rank? My contradictor argued that, as they no longer give any bonus, they are useless and thus can expand.
