superior cavalry in principates

probably a slightly obvious question, but:

the principate list says no more than 4 bases of superior cavalry before 260AD, no more than 8 after.

but this doesn't apply to allies, correct? it's my reading, but... want to be sure

That's correct.
The limit on superior cavalry only applies to troops from the main list, not allies.
