I Attrit, the Germans do Not?

So played through the tutorials, Cherbourg and Caen. I like what this game is doing but i have concerns now that I have reached Cobra.

I am bringing in battle depleted units (not shells of themselves but units at like 80-85% after the previous fights) to the fight. I am starting to notice, as best I can tell, that my foes are 100%. My recon of 2 PZ and PZ Lehr show those units are full (maybe even over) strength and in possession of 100% morale. When i zoom in on the individual companies i see they have the full 17 or 17 vehicles and 100% morale.

By the time Cobra is launched none of the German formations facing it were full strength - Lehr were closer to regimental strength.

Now I annihilated Lehr at Caen (as in encircled and forced surrender) but I dont expect/want the game to dynamically handle opponent losses from one scenario to the next but i also do not expect that it is putting my battle damaged units up against fresh and intact German units. Am i misreading things or is this expected?

Thanks for your feedback. We gave the Germans more troops than they had historically in Cobra to main a challenge, but will change this and make them start damaged in a future patch.
