Reinforcements and Withdrawals

I downloaded some multiplayer scenarios such as The Road to Egypt 1941 and Russian Campaign 1941 and my friend and I are thinking of playing one of them PBEM.
Do either of these have scenarios have reinforcements and or withdrawal of units? Or are the starting units the only units available for both sides?
