It doesn't say so explicit in the manual.
But one of my players said he think his army lost effectiveness.

And there is no unit in the army that has full effectiveness, which could come from other problems though but they are in supply.
There are 10 kind of hard problems in computer science, naming, cache invalidations and off-by-one errors.
There are also 10 kinds of people, those who understand binary and those who do not.
