Moving capital back to Byzant.

Having lost its capital Byzant wants to move it back after retaking it ... but it sucks as you can only move to provincial capital region, which Constantinople is not after bad admin of the occupiers ... please add that we can move it to Current Kingdoms conditional region, Constantinople in this case.

Looking forward to rebuilding the Haiga Sofia.

Fixed, the decision had an error.
